Utility Billing Information

The city of Scranton provides the electric, water, sewer and trash services for its citizens. New customers are required to file an application at the clerk’s office and pay a $200.00 deposit ($100.00 electric, $100.00 water) before service will be provided. Annual interest is applied to the customer’s utility bill for as long as the city retains the deposit. If a property owner makes twenty-four consecutive payments and has not been delinquent in payment of any utility service the deposit will be applied to the account.  Renter’s deposit will not get applied to the account until their final statement.

Meters are read on a monthly basis. Statements will be mailed out by the first day of the month. The charges are due upon receipt and delinquent charges are assessed for any outstanding debt at 5:00 p.m.on the fifteenth day of the month. If the fifteenth falls on a Saturday, Sunday or legal holiday the payment is due by 5:00 p.m. the following business day. Delinquent/disconnect notices are sent out explaining what needs to be done to prevent interruption of  services.


Trash needs to be placed near the street by 7:00 a.m. on Wednesday. If a holiday falls on or before the regular scheduled pick up day, then the pick up day will be moved to Thursday. Items other then normal household trash is an additional fee and needs to be arranged by Osage Waste prior to pick up. Contact Joe Greene at (785) 836-9392.

Electric – $3.50 plus
.1025 per KWh and variable energy cost

Water – $30.00 (includes 1000 gal) plus
.012 for additional gallons

Sewer – $42.00
(includes 1000 gal) plus $3.00 per 1000 based on annual water use for the months of
December, January and February

Trash – $16.00
customer provides the containers

Outside the City Limits

Water – $35.00 (includes 1000 gal) plus .014 for additional gallons


Business Utility Rates

Electric – $3.50
plus .095 per KWh and variable energy cost

Water – $30.00 (includes 1000 gal) plus
.012 for additional gallons

Sewer – $42.00
(includes 1000 gal) plus $3.00 per 1000 based on annual
water use for the months of December, January and February

Trash – $24.71 minimum (with own
container) -Dumpster fee is
based on size of container
